Can a state turn down an application for marriage?

I was just wondering if a man and woman that have never been married could be turned down. A friend told me that this could happen, so I thought that I would ask for opinionsCan a state turn down an application for marriage?
Before you can actually get married, there are certain requirements the two of you must meet. They vary a little from state to state, but most include:

Being of consenting age (usually 18, though with parents鈥?consent, you may be able to marry younger)

Not already being married

Not being closely related to your intended spouse (All states will prohibit a person from marrying a sibling, half-sibling, parent, grandparent, great-grandparent, child, grandchild, great-grandchild, aunt, uncle, niece or nephew. Some states may have additional prohibitions)

Being sober at the time of the marriage

Having an acceptable mental capacity. Meaning, the ability to understand what you are about to do, and any consequences your actions will have.

Obtaining a marriage license, and

Getting a blood testCan a state turn down an application for marriage?
Yes a state can turn down an application for marriage if 1 or both of you is underage and you don't have parental consent. Each state varies so check with the marriage bureau in your state.
There are bounds for matrimony including no close relatives. If the state found cause you can be turned down, surely.
sure

if one or both of them does not meet state standards for marriage, yes, they can be turned down.

what might those standards be? depends on state law, one assumes. underage and not mentally competent come immediately to mind, there are likely others.

hmm .. even after a marriage licence is issued, I assume it can be rejected if the officant at the ceremony does not have an acceptable licence or appropriate authority.

Oh
Yes, if you are first cousins.
